Aqueous solution of Na2CO3 forms sodium ions and carbonate ions. When the salt is dissolved in water it deprotonates water forming a basic solution. Hydroxide ions are formed as you dissolve sodium carbonate to water. On the other hand, Sodium sulfate just ionize in water into sodium and sulfate ions.
